The Planning and Development Division (PDD) is responsible for fisheries project sustainability and for fisheries development promoting sustainable livelihoods.
Vision
Fisheries Development for Sustainable Livelihoods
Kiribati needs a high-level analysis of fisheries and marine resources development, including their economics, in order to set and promote sustainable development goals in line with the government's aspirations of achieving the highest level of economic and social benefits from the marine resources, in particular the fisheries and mineral resources.
Mission
PDD is bound to perform a broad consultative/coordinative and holistic approach in the role of resource planning and economic analysis to provide an informed decision-making process through the following:
- Leading the formulation of policies, plans and strategies, and monitoring and evaluating the implementation of all development programs and projects
- Providing proactive and sound policy analysis, strategic planning, effective communication, sharing and dissemination of data and information, and advice on all economic and developmental issues for the Ministry
- Working closely with FFA and SPC in particular to improve economic analysis and modelling of fisheries and mineral resources, including joint-venture companies
- Providing a coordinated and collaborative approach to the local communities, key stakeholders, both private and government sectors, and development partners
- Maintaining quality performance in the role of planning and advisory to the Secretary and the Minister in a timely manner, and to facilitate and strengthen the management and decision making of the Ministry
PDD promotes sustainable development in line with the Government aspirations for achieving the highest level of economic development and social benefit from the marine resources, in particular the fisheries and mineral resources, thus improving economic growth and poverty reduction.
Our Role
PDD works within the Ministry which plays a central and overarching role to oversee all development programmes and projects for the Ministry. PDD deals with:
- All concerns in relation to the planning, formulation, development, monitoring and evaluation stages of the program and project
- All Divisions, Units, and SOEs are responsible for management and operation of all activities, implementing given projects and providing progress reports (every 3 months) and terminal reports (at completion of activity)
- PDD works closely with all divisions and units for effective coordination and implementation of projects. 6-monthly meetings are convened to evaluate project implementation, address emerging issues and formulate project concepts for new development milestones. PDD also works closely with the Account Section on project appraisals, and project financial monitoring and acquittals
Fisheries Project Sustainability is Our Responsibility
We provide information to the public on MFOR projects. Our role includes influencing behavioural changes — for instance, encouraging communities to protect and safeguard development projects such as Fish Centres and Ice Making, and educating people on how to conserve and protect these valuable projects in the Outer Islands. We provide opportunities to the people, announcing vacancies on this website and on Facebook as they arise.
Establishing Fish Centres on the Outer Islands: The main purpose of this project is to enhance food security and, most importantly, to develop and increase income generation for local fishermen. The project has extensively covered most of the outer islands including Makin, Butaritari, Marakei, Abaiang, Kuria, Aranuka, Nonouti, Tab South, Tab North, Onotoa, Beru, Tamana, Arorae, Banaba, Teraina and Tabuaeran.
Ongoing Projects and Activities
Boat and Engine Project (Phase II)
A continuation of a previous project concluded in 2019, implemented and coordinated by PDD to improve livelihoods by providing an alternative source of income through fisheries related activities, including provision of boats and engines.
Development Objectives:
- Support artisanal fishermen to fish at far fishing grounds
- Enhance food security and livelihood for people in the outer islands
- Support income generating fisheries related activities
New Office Project
The Ministry currently occupies the MFOR/Post Office building, which is unsafe and could pose health risks to staff. The plan is to build a new office in Ambo to centralize all divisions and accommodate the growing workforce, including support facilities like laboratories, MCS offices, an auditorium, and wet labs.
Development Objectives:
- Mobilize work required to complete the full architectural design for the MFMRD office building
- Support procurement of a prefab office structure for Coastal Fisheries staff in the interim
- Improve and enhance workplace safety
- Provide supporting facilities once the new office project is complete
- Enhance energy and environmental performance
Support to Fish Centre
Establishing fish centres in the outer islands is one of the Ministry's long-standing projects, funded by the Japan Fisheries Cooperation and the Government of Kiribati. The centres provide onshore storage of catches, improving the sustainable supply chain for cold storage and generating income opportunities for local fishers.
Objectives:
- Support fisheries extension program
- Rehabilitation of fish centres
- Support maintenance and repair of outer island fish centres
Artisanal Fisherman Loan Scheme Project
This project aims to maximise and sustain long-term food security, income generation and safety at sea for artisanal fishing through an accessible revolving loan scheme, providing loans for fishing equipment and bigger boats with facilities to maintain fish quality on trips lasting more than 3 days.
Solar Power System Project: Improves living conditions and welfare in the outer islands by providing solar power systems for ice-making machines, reducing reliance on expensive fuel.
