Tobwan Waara — "Nurturing the Canoe"

The Joint Kiribati Sustainable Fisheries Development and Management Programme, referred to as the Tobwan Waara Programme (TWP), is the framework for New Zealand's support to the marine resources sector in Kiribati. It represents the embodiment of the Kiribati-New Zealand Ten Year Strategy for Sustainable Fisheries Sector Development and Management (Joint Strategy) signed between Kiribati and New Zealand in November 2016.

Tobwan Waara Phase 1 was implemented between 2017 and 2020, and Phase 2 between 2020 and 2023. Phase 3 (for the period 2024 to 2027) is under preparation.
